       HOLSTEIN PROPERTY MANAGEMENT ANIMAL/PET POLICIES AND INFORMATION
                                              (UPDATED 11/2025)


           GENERAL POLICIES FOR ALL ANIMALS- ESA AND SERVICE ANIMALS AND PETS
             (“Pets” refer to all animals, pet/ESA and service animals here forth)

Only the animals listed and described on the signed agreements are authorized under this contract.  Animals not approved or listed should not be on the premises. This is for the safety of all tenants.  No short-term animal sitting allowed- they must be on the agreement, fees paid and approved.
An agreement must be signed, deposit paid and rent paid PRIOR TO GETTING THE PET/ANIMAL
If an undocumented animal is found to be at your unit for any length of time, you will be charged the full monthly fee and deposit going back to the beginning of your initial lease start date.
All cats must be neutered or spayed.  If it is a kitten, tenant agrees to have these procedures done when the pet is old enough and will provide documentation of such. 
Animals(s) will not cause:  danger, damage, nuisance, noise, health hazard, or soil/potty in the apartment, premises, grounds, common areas, walks, parking areas, landscaping or gardens. 
Tenant agrees to and accepts full responsibility and liability for any damage to people or property, resulting from actions arising from animals under their control/care.
Tenant agrees to license and immunize the animal(s) in accordance with local laws and regulations. 
Tenant warrants that the animal(s) is/are housebroken and will take responsibility for any damage caused to the premises from the animal due to soiling, chewing and other behavioral issues immediately when found. 
Tenant verifies that the animal has no history of causing nuisance, physical harm or damage to persons or property, such as biting, scratching, chewing, persistent barking, etc., and further warrants that the animal(s) has no vicious history or tendencies. 
Tenant agrees to always attend to animal(s) while outside. Tenant agrees to always have animals on leashes.a 
Tenant agrees to bag and properly dispose of animal litter/feces immediately upon occurrence.  Odors arising from animal(s) litter will not be tolerated and the animal (s) must be removed from the premises if these issues arise.
Cat owners agree to have one litterbox for each cat and will keep it clean/fresh. 
Tenant agrees that any small animal such as rabbit, hedgehog or other rodent or bird/small animal being kept in the home will be kept in appropriate aquarium, cage or kennel to minimize potential damage to premises or escape. 

DISCIPLINARY ACTION AND FINES:  

If animal owners are found to be in violation of any of these policies,  a $50 fine / occurrence will be added to your tenant ledger and you will be notified. This applies to animals under your care temporarily. 
Tenant understands that they may be asked to remove the animal from the premises along with paying said fines associated with agreement violations.
Multiple offenses of disregarding these policies could result in a lease termination or eviction.
No refunds are given for any paid pet rents or deposits if a pet is removed from the premises for any reason.

DOG POLICIES AND PROCEDURES

Our insurance company has breed and size restrictions. BULLY BREEDS ARE NOT ALLOWED, MIXES WITH BULLY BREEDS ARE NOT ALLOWED.  A List of “Bully Breeds” identified by insurance companies to make the most damage with their bite are found online. If you are unsure if your dog is a bully breed, please research that specific breed.

1. DOG WASTE REMOVAL
Tenants agree to pick up and dispose of all dog waste immediately in designated receptacles, shared dumpsters or their own trash. Tenants agree not to leave bags of waste near their door/sidewalks etc.

HPM provides multiple receptacles with bags and trash for dog waste for your convenience. You should also have your own in the event these are out. You can also utilize the large dumpsters for disposal.
If your dog has runny waste that is not able to be picked up with bags, you are still responsible for immediate cleanup to avoid other dogs and people being exposed to this, however possible.
If you are a dog owner and finding waste near your entrance that could be attributed to your dog, please make note of which dog owners are not picking up the waste and contact us immediately.

2. WHERE TO GO – POTTY/URINATING
Tenants agree to avoid letting their dogs urinate outside the doors of apartments in the immediate yard/grass areas. This is shared space for all tenants to enjoy.

Please try to walk them to the end of the parking lots or edges of lawns for pottying. All waste should still be removed immediately with bags.
We have the lawns treated and if it’s found that your lawn is yellowing because of dog urine, you will be charged for remedying this issue – if your dog consistently goes right outside your door, you should maintain that area and treat it for acidity.
UPPER FLOOR TENANTS with decks: Do not allow your dog to urinate or defecate on your upstairs patio area. If it is found to be doing this, you will be charged the fees to treat the deck/patio below and any damage to other tenants property. 

3. ACCESS TO PROPERTY:
Tenant agrees that in the event of property showings, maintenance requests and all other entry instances, all dogs will be kenneled, removed from property or secured on the premises during these times. 

HPM can not accommodate scheduling requests from tenants due to lack of pet care.  Tenants must agree that once notified of entry/appointment date/time, they will have pets secured for that duration.
A minimum of $50 plus any other fees imposed by contractors – will be applied if we have to reschedule an appointment due to pet/loose pets/tenant not available to secure pets.

Suggestions for alternative animal care: Interview neighbors/ pet care professionals, make a list of friends or family who may be able to remove animals at short notice. Look into animal daycare drop ins in the area. Crate train your animal for shorter instances. 

4. NOISE COMPLAINTS

Tenant acknowledges that noise complaints from neighbors are a violation of the lease/agreement and will remedy immediately. Animals DO create unwanted noise to other neighbors when they are behaving in certain ways.

Tenants will refrain from having their pet cause excessive noise by running/jumping/rolling balls etc. inside the unit.   Persistent barking is prohibited.

HOW WE HANDLE ANIMAL COMPLAINTS

Animal complaints are one of our most time consuming complaints.
Dog barking, dog waste not being picked up and/or disposed of properly, and dogs being off leash are complaints we get often and can lead to very upset neighbors.
1. If you are being disturbed by noise from an animal, we suggest bringing it to the owners attention first so they are aware. If you are not comfortable doing so, we can do this for you. 
Evidence via video or photo is always helpful to corroborate issues!
2. We encourage them to contact the ECPD for violations that are also city ordinance violations.
3. We reach out via written communication to the owner of the complaint and acknowledge any evidence we have been provided.
4. If it is a confirmed offense the fines will be assessed to the appropriate unit’s ledger.
We may also issue a notice called a “5 day Notice to Cure or Vacate” giving the owner 5 days to cure the issue or remove the animal or vacate the premises.  

ESA DOCUMENTATION
Holstein Property Management requires reliable documentation based on HUD’s official guidelines for all ESA accommodation requests. This must be renewed yearly based on the date of the prescription provided. It is up to the tenant to provide this prior to the year end date in order to avoid pet fees being added at that time. No reminders are sent for this as these are medical requests from the tenant and the sole responsibility of the tenant requesting to provide if still deemed necessary by their medical professional. Current pet fees will be added at the time of expiration if no new reliable documentation is provided.
Tenants should note that you should not have to pay any fees in regards to legally obtained and reliable documentation for ESA animals. If you are being asked for a fee for a letter, it is not a reliable source that meets HUDS guidelines for ESA prescription letters. 
This does not meet the "ongoing therapeutic relationship" aspect needed to properly diagnose and consider a treatment plan involving animals without a previous/continued relationship with said patient. 
Please do not submit letters purchased online as they may be denied.

We will provide the appropriate form and confirm fees prior to approving the animal once you have informed us of your intent.
